Background
William Donald Schaefer (1921–2011) was Baltimore Mayor 1971-1987 + MD Governor 1987-1995 + MD Comptroller 1999-2007. "Do it now" mayoral style; oversaw the Inner Harbor revival + Camden Yards' construction. Remained a Dem despite increasingly Reagan-aligned conservative views; endorsed George W. Bush 2000. Comptroller years marked by intemperate remarks — most notoriously calling AIDS-prevention efforts "a fraud" 2008. Died April 18 2011.
