Background
Marvin Mandel (1920–2015) was Maryland Governor 1969-1977. Convicted 1977 of mail fraud + racketeering — sentence later vacated by U.S. Sup Ct (1985's McNally v U.S. narrowed mail-fraud doctrine, then-overturned by 1988 statute). Pardoned by Pres Reagan 1989. The first Maryland Gov to be convicted while in office. Subject of repeated court-of-appeals reversals.
