Background
John Fife Symington III (b. 1945) was Arizona Governor 1991-1997. Resigned Sept 5 1997 after federal fraud conviction (real-estate development); conviction overturned 1999 on appeal — case dismissed 2001 after Symington pardoned by Clinton in his last-day pardon batch. Saved Bill Clinton from drowning at a Cape Cod beach in 1965 (by their later-recounted memory) — the basis for the eventual pardon.
