Background
James Guy Tucker Jr. (b. 1943) was Arkansas's 43rd Governor 1992-1996. Took office December 1992 when Bill Clinton resigned to become President. Convicted May 1996 + again March 1998 in the Whitewater investigation by Independent Counsel Ken Starr — bank fraud + conspiracy in connection with David Hale's Capital Management Services. Resigned the Gov office July 15, 1996 — making him the first AR Gov to resign mid-term. Sentenced to 4 years probation; conviction upheld on appeal.
