Background
Donald Manes (1934–1986) was Queens Borough President 1972-1986. Committed suicide March 13, 1986 amid the NYC Parking Violations Bureau kickback scandal — the largest NYC corruption probe of the era, ultimately convicting Bronx Dem boss Stanley Friedman + cementing Rudy Giuliani's reputation as SDNY USAtty. Manes was found in his car bleeding from a self-inflicted wrist wound Jan 10 1986; reattempted Mar 13 with a kitchen knife to the heart. His suicide shocked NYC; Geraldine Ferraro called it "the saddest political tragedy in my lifetime."
